Perched on the mezzanine of Toronto's historic 1932 Art Deco Waterworks building, Civil Works arrives as a sibling to compact local legend Civil Liberties. The playful menu, titled "A manual for laying pipe", contains 21 cocktails rooted in hyper-local Canadian ingredients, each tied to a piece of Waterworks history. Highlights include the Woolnough – which blends haskap berry and vetiver – and the savoury Finished Pipe, which combines wakame distillate and a zingy tom yum cordial. An elaborate all-you-can-drink water programme distils Toronto tap water before remineralising it to mimic sources ranging from Speyside to Kentucky. Bar snacks run from freshly shucked oysters to pizza slices.
